The RMA is a Non-Departmental Public Body (NDPB) established in 2005 by the Criminal Justice (Scotland) Act 2003. We are sponsored by the Scottish Government Community Justice Division.

Our Sponsorship Framework sets out the broad framework in which the RMA will operate and our relationship with the Scottish Government. The RMA was established for the following reasons: 

  • The growing public concern about the harm resulting from sexual and violent offending 
  • The need to consider how to best work with individuals who pose a risk of serious sexual and violent offending 
  • To develop the skills of those involved in this work
  • The need for ongoing research to develop effective practice in risk assessment and risk management
  • The problems of inter-agency communication, information flow and shared definitions and understanding
